Job Description:

The Chief Operating Officer (COO) is responsible for the smooth and efficient operation of Ventura County Medical Center (VCMC) and Santa Paula Hospital ensuring efficient processes to allow for the provision of high quality services that meet the needs of patients, physicians, the public and staff.  The COO carries responsibility for integrating and implementing the strategic plan of the organization into the daily operational activities across all departments and services.Distinguishing Characteristics:This classification differs from Director HCA in that the latter is directly responsible to the County Executive Officer and the Board of Supervisors for the management of all Health Care Agency functions. It differs from other agency department heads in that it is not responsible for a departmental function, but provides direct support to the agency head through coordinated efforts. This classification is exempt from Civil Service.PAYROLL TITLE: Deputy Director Health Care AgencyAPPROXIMATE SALARY$156,508.46- $230,089.00contingent upon completion of Master's DegreeWhat We Offer The County of Ventura offers an attractive compensation and benefits package, subject to eligibility requirements, that includes: Educational Incentive:   2.5% for an Associate's degree, 3.5% for a Bachelor's degree, or 5% for a Master's degree that is not required for this classification.Annual Leave Redemption:  up to 100 hours (of total 208 hours of Annual Leave accrued) per year. Deferred Compensation:  Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions.Flexible Credit Allowance: Biweekly contribution towards medical, dental, and/or vision insurance from authorized plans. Flexible Spending Account:  Pre-tax benefit towards eligible medical, dental, and vision care expenses.Pension Plan: Participation in the County's defined benefit plan.Bilingual Incentive: Proficiency levels by exam are $.65 per hour (Level I), $.80 per hour (Level II), or $1.10 per hour (Level III).AGENCY/DEPARTMENT:  Health Care Agency AdministrationDeputy Director Health Care Agency is an at-will classification which is exempt from the provisions of the Civil Service Ordinance.  The incumbent will receive Management benefits at the MB2 level and is exempt from overtime compensation.The eligible list established from this recruitment will be used to fill this position only.TENTATIVE SCHEDULEOPENING DATE: October 08, 2019CLOSING DATE: The first round of applications will be reviewed on 10/14/19, and then weekly thereafter. Examples Of DutiesDuties may include but are not limited to the following:Oversees major workforce and resource allocation decisions for the hospitals, including active, real-time monitoring of resources;Works with the management team and medical leadership of the hospital to help reduce costs, enhance revenues, achieve effective utilization and quality goals, analyze and utilize information to develop and support management decisions;Analyzes and recommends changes to organizational structures, processes, and policies, and ensures their implementation;Develops and fosters effective collaboration between clinical departments, divisions, medical staff leadership, faculty and other affiliated services (inside and outside of the hospital) to ensure an integrated approach to providing services, and fulfilling the hospital's goals and objectives;Ensures the accurate and timely delivery of data and robust analytics through a functional decision support process that allows for data-based decision making, with demonstrated competence in this area;Participates in the development and implementation of hospital strategic planning;Manages and updates hospital's plan for disaster preparedness;Facilitates the hospital's physical resources including: building projects and capital equipment expenditures; Responsible for overall management of hospital-wide programs to enhance customer service and efficiency; andPerforms other related duties as required. Typical QualificationsThese are entrance requirements to the process and assure neither continuance in the process nor placement on an eligible list.EDUCATION, TRAINING, and EXPERIENCE:Equivalencies to a Bachelor's degree and some education in healthcare leadership are required.  Master's level education is desired.  Graduate degrees or additional certifications may be given special consideration depending on their specific relevance to the duties and responsibilities of the position.NECESSARY SPECIAL REQUIREMENTSExtensive background in labor management.A minimum of seven (7) years of executive-level healthcare leadership experience.HIGHLY DESIREDExperience implementing a robust time and attendance system.Significant recent private sector healthcare experience.Knowledge, Skills, and AbilitiesExtensive knowledge of health care, business, or public administration.  High-level administration and management within healthcare or similar experience is desired.Comprehensive ability to read and understand financial and productivity reports and to assist in budgetary and strategic planning for the Health Care Agency.Comprehensive skill in written and oral communications, including experience in making presentations before a Board of Directors or similar governing body. Financial experience is desired.Supplemental Information:Work is primarily performed in an office environment, but incumbent will be required to meet with various departments/agencies, business and community groups, the public, and outside vendors.
