Job Description:


Under general direction, develops procedures and analyzes user requirements for office automation; designs complete, integrated solutions for personal business computers for specific office environments; provide technical assistance to department/agency personnel by supporting and coordinating tasks related to office automation systems; and may provide lead supervision to others.

Distinguishing Characteristics:

This classification differs from subordinate positions in the Office Systems Coordinator series in that it is responsible for meeting with users to determine their requirements for office automation and then translating those requirements into a set of procedures that can be programmed to provide personal business computer-based alternatives to typical office tasks.

This position is responsible for considering all facets of a user's environment and the possible integration of office systems to centrally located computing facilities. It differs from the Office Systems Coordinator IV in that the latter is responsible for ongoing supervision and directing all facets of major projects which may encompass several divisions within the department/agency.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam.

DEPARTMENT/AGENCY: Health Care Agency - Information Technology - Public Health

Office Systems Coordinatoris represented by theService Employee International Union(SEIU) and is not eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Helpvacanciesfor these positions only. There are currently two (2) Intermittent vacancies.

Examples Of Duties

Duties may include, but are not limited to the following:

* Acts as vendor liaison and providestechnical evaluation of products and coordination of product procurement with ITS; * Evaluates new products, performs network problem resolution and assists in the development and documentation of system procedures, technical standards and interface applications as well as maintaining system documentation; * Trains department/agency personnel on automated office systems use; * Troubleshoot ongoing department/agency problems and restores routine and advanced technical services and equipment by analyzing, identifying and diagnosing faults and symptoms using established processes and procedures or by coordinating resolution with outside agencies and vendors; * Provides data communications network design and analysis in coordination with ITS specialists; * Installs and maintains data communication equipment; * Provides complex office systems application design and analysis; * Analyzes, designs and writes programs to solve complex business needs using contemporary development tools; * Analyzes network and data communication performance and reliability issues, implements preventive measures, performs system tuning and makes recommendations for improvement; * Assists management of department/agency in establishing priorities and planning office automation needs as needed; * Leads project planning and implementation of small- and large-scale systems; * Assists with the management of data, systems and network security; * Supervises applications under development by staff as needed; and * Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.


Five (5) or more years of experience in automated office systems coordinationwhich has led to the acquisition of the required knowledge, skills and abilities.The required knowledge, skills and abilities also can be obtained by completion of pertinent office systems coursework with four (4) or more years of related experience.


* Possession of, or ability to obtain and maintain a valid California Driver's License. * Must be able to lift equipment up to 25lbs.

Recent experience of four (4) years or more:

* Supporting all facets of end-to-end (user to servers) systems in an environment running on a Microsoft based platform, including working with vendors while implementing and supporting applications/systems; * Troubleshooting and resolving technical issues related to Microsoft systems and servers; * Planning, deploying and supporting desktop applications; * Mobile device management; * Producing effective documentation, such as user guides and system documentation; * Providing effective customer service within a diversified customer group.


* Experience working in a health care environment.

Knowledge, Skills, and Abilities:

Thorough knowledge of: modern office procedures and automated equipment; micro-computer programming and systems design; LAN and data communication equipment; software and hardware products and their use in office automation.

Working ability to: perform abstract reasoning; make arithmetic calculations rapidly and accurately; perform minor systems maintenance/repairs; develop independence in the responsible performance of assigned duties; develop and maintain effective working relations with others; understand and work with personal business computers in the office environment; perform standard analysis and programming tasks for the purpose of automating office procedures; develop and support the concept of data communications networking of personal office computers in relation to mini- and mainframe computers; perform complex analysis and design for integrated systems in the office environment; and provide lead supervision to others.

TRAINING & EXPERIENCE EVALUATION: A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

(Previously: ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.)

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
