Job Description:

Under general supervision, provides access to and authorizes health related services to eligible applicants and performs related duties as assigned.

Distinguishing Characteristics:
Public Health Social Worker II is the journey level classification providing standard services under general supervision.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

DEPARTMENT/AGENCY: Health Care Agency - Public Health

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies . There is currently one (1) Fixed-Term position with the Health Care Agency Public Health Department with the assignment scheduled to end June 2022.

NOTE: A Fixed Term position is a position designated by the Director-Human Resources or Board of Supervisors to which persons may be appointed for fixed terms not to exceed three (3) years. Fixed Term employees are eligible for the same benefits and compensation as Regular employees.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Evaluates social, physical and general mental functioning of clients through interviews, home visits, record reviews, or consultation with applicable agencies and individuals.
  • Determines extent of clients' needs, authorizes specific tangible health services available, develops treatment plans and follows through with case management of services which are appropriate to the situation.
  • Promotes disease prevention efforts (including disseminating accurate information from trusted sources) and helps address anxiety and other concerns that arise from public health crises.
  • Works with communities on the frontlines of promotive, preventative and treatment services to ensure the health and well-being of the people they serve.
  • Screens applicants and refers those with problems beyond the functional level of the position's assignment to other staff or agencies.
  • Interprets departmental policies, rules and regulations for service applicants, clients, other agencies and the public.
  • Prepares and maintains case reports, records, and answers correspondence.
  • Performs other related duties as required.
Public Health Social Worker II is represented by the Service Employees International Union (SEIU) and is eligible for overtime compensation. Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE

Some experience in social work which has led to the acquisition of the required knowledge and abilities.

The required knowledge and abilities can typically be attained by a bachelor's degree with 30 semester (45 quarter) units in social work, counseling, psychology or a closely related field plus at least one (1) year of experience as a social worker; or at least one (1) year of experience as a Social Worker I in County Service.

NECESSARY SPECIAL REQUIREMENTS:

  • Bilingual (English/Spanish)
  • Must possess at the time of appointment, and maintain thereafter, a valid California driver license.
  • Some experience as a case manager or social worker in a medical or social services program.
  • Social Workers will be required to furnish their own automobile and are reimbursed for mileage by the County.
DESIRED:
  • Master's degree in Social Work or a related field.
KNOWLEDGE, SKILLS and ABILITIES

Knowledge of: principles and techniques of interviewing, case management and crisis intervention; community resources and social services programs available at the State and community levels; principles of individual and group behavior; the laws, rules and policies governing the social services program operation; physical and mental illnesses and their impact on personality.

Ability to: obtain and recognize relevant and significant facts; establish rapport with clients and their families of various ethnic and cultural backgrounds; speak and write effectively; analyze situations and adopt effective courses of action; interpret and explain laws, rules, and regulations to the public.

  • May be required to make home visits to client's residence which may be unsanitary or unsafe.
  • May be exposed to sick, disabled, hostile, uncooperative, or mentally unstable clients/ relatives.

SUPPLEMENTAL QUESTIONNAIRE qualifying : All applicants are required to complete and submit the questionnaire for this examination AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. Failure to complete and submit the questionnaire may result in the application being removed from consideration.

APPLICATION EVALUATION qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

TRAINING AND EXPERIENCE EVALUATION 100%: A Training and Experience Evaluation (T&E) may be used in lieu of an oral examination. A T&E is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.

If there are three or fewer qualified applicants, an evaluation will not be conducted. Instead, a score of 70% will be assigned to each applicant and they will be placed on the eligible list.

Applicants successfully completing the examination process may be placed on an eligible list for a period of one (1) year.

BACKGROUND INVESTIGATION : A thorough pre-employment, post offer background investigation which may include inquiry into past employment, education, criminal background information, and driving record may be required for this position.
