THE DEPARTMENT Ventura County Animal Services (VCAS) offers a wide array of programs and services to the residents and animals of Ventura County. These services include animal sheltering, pet adoptions, lost & found, field services, cruelty investigations, pet licensing, TNR surgical services, low-cost vaccination clinics, volunteer/foster opportunities and emergency disaster response. VCAS operates two open admission, life-saving, municipal animal shelters in the County of Ventura. The Camarillo Shelter, the main shelter, is located between Los Angeles and Santa Barbara Counties and houses the Administrative Offices and Veterinary Hospital. The Camarillo Shelter has a 400-animal capacity which can increase to over 900 during declared natural disasters. The Simi Valley Animal Shelter is located three miles from Moorpark College and can house 40 animals. The Simi Shelter is a smaller facility offering many of the same services as the Camarillo Shelter, such as the intake of stray and surrendered animals, pet adoptions, pet licensing, and the reclaim of lost animals. VCAS provides contract services to the residents of Camarillo, Fillmore, Moorpark, Ojai, Oxnard, Port Hueneme, Simi Valley, Ventura, and all unincorporated areas of Ventura County. VCAS is dedicated to improving the lives of the animals in their care, and to safeguard the community through rabies suppression and the sheltering of stray animals. THE POSITION Under general supervision of the Animal Care Manager, the Foster Care Coordinator provides a unique opportunity to contribute to sustaining the Ventura County Animal Services (VCAS) lifesaving mission by maintaining tracking and communications with potential and current foster homes, as well as with the kennel supervisor, veterinary management, and other animal pathway coordinators. THE IDEAL CANDIDATE The ideal candidate has experience maintaining a high-volume foster program for a municipal shelter and will have experience recruiting and training foster care volunteers for a variety of animal species, including those with special medical or behavioral needs. Bilingual skills in English and Spanish is preferred. Experience with the shelter software program Chameleon as well as Crystal Reports is ideal. The ideal candidate will be comfortable working in a fast-paced environment with constant communication with multiple teammates as well as making outreach and giving direction to foster care volunteers. Must be able to maintain accurate records and scheduling. PAYROLL TITLE: Technical Specialist IV-PH DEPARTMENT/AGENCY: Animal Services Agency Technical Specialist IV-PH is represented by the Services Employee International Union (SEIU) and is eligible for overtime compensation. TENTATIVE SCHEDULE OPENING DATE: Wednesday, April 21, 2021 CLOSING DATE: Continuous and may close once business needs are met FIRST REVIEW OF APPLICATIONS: Week of May 3rd and on a weekly basis therafter Examples Of Duties Duties may include but are not limited to the following: + Maintains consistent contact and communication with foster participants including addressing medical, behavioral or procedural questions from foster participants throughout the day by phone, email, text message, and/or the foster volunteer Facebook page; maintains the resources webpage to assist foster volunteers. + Provides foster volunteers with supplies and medications for animals as needed; ensures volunteers are adhering to policies. + Conducts training onsite to introduce foster volunteers to potential foster animals (animal handling) as well as administrative tasks and policies as part of the foster program; provides training for more advanced foster tasks such as bottle feeding, administering medications (orally or through subcutaneous injections), handling and training behaviorally challenging animals. + Performs administrative duties including data entry/updating volunteer program software and shelter software; updates program policies, procedures, manuals, and other materials as needed. + Conducts outreach for the foster care program which includes contacting foster volunteers to find temporary placement for animals in need. + Creates social media posts to market foster animals for adoption as well as recruit additional foster volunteers. + Orders and purchases foster program supplies such as food and training equipment. + Coordinates with shelter staff and or outside veterinary offices for emergency and routine foster medical needs; also coordinates with shelter staff to urgently place animals in need of foster (at times after business hours). + Creates and updates training materials (manuals, waivers, training videos, and other resources) for the foster volunteer program. + Acts as liaison between foster volunteers and adopters; conducts meet and greet adoption sessions and processes applications. + Schedules onsite volunteers for foster related volunteer duties; maintains and updates veterinary appointment scheduling and foster training scheduling program. + Performs other related duties as assigned. Typical Qualifications These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list. EDUCATION, TRAINING, and EXPERIENCE: Any combination of education and/or experience which would provide the knowledge, skills and abilities that can be obtained by: Any combination of education, training or experience equivalent to two (2) years of program development and implementation. NECESSARY SPECIAL REQUIREMENTS: + Must have experience working with shelter animals of all types and sizes. + Must have experience working with animal foster care. + Must possess and maintain a valid California driver license. + Intermediate skill/proficiency in Microsoft Office programs (Word, Excel, PowerPoint) DESIRED + Bilingual in English and Spanish + Experience using Crystal reports + Experience using social media platforms: Facebook, Twitter, Instagram, YouTube, Pinterest, and Tumblr. KNOWLEDGE, SKILLS, and ABILITIES: Considerable knowledge of: animal shelter foster care principles and theories; animal shelter program goals and directives; techniques, procedures, and methods for accurately gathering, synthesizing, evaluating or conveying information; principles and techniques of volunteer management including training and interviewing; basic animal health (gastrointestinal, neonatal, geriatric, orthopedic, etc.); Thorough knowledge of: modern office methods and practices; record maintenance systems; letter writing, report compilation and public contact techniques; social media platforms and etiquette to include: Facebook, Twitter, Instagram, YouTube, Pinterest, and Tumblr. Skill in: exceptional customer service and dealing with difficult customers/volunteers; de-escalation techniques; organization and time management; problem solving and utilizing good judgment. Ability to: follow complex oral and written instructions; demonstrate effective communication skills verbally and written; cultivate community relationships and maintain confidential information; work in a facility where euthanasia is performed; remain calm yet assertive in stressful situations; suspend personal judgment when dealing with customers; and lift and move up to 50 pounds. Working Conditions: Position may involve moderate to heavy public contact depending on assignment; indoor and outdoor elements; frequent exposure to various types of animals of varying sizes; exposure to odors or airborne particles including animal fur and toxic chemicals; and working in loud noise levels. Employees regularly scheduled to work 60 hours or more biweekly receive a Credit Allowance of $447.00. Employees regularly scheduled to work 4059 hours biweekly receive a Credit Allowance of $313.00. Employees in Optimum Census Staffing positions receive medical coverage under the Ventura County Health Care Plan, and earn limited benefits such as vacation and sick leave. EMPLOYEE HEALTH SERVICES CLINIC: Available to you for treatment of minor illness or injury. 10 PAID HOLIDAYS: New Year's Day, Martin Luther King Day, Presidents' Day, Memorial Day, Independence Day, Labor Day, Veterans Day, Thanksgiving Day, Christmas Day, and one 8-hour floating holiday. Holiday time is pro-rated for permanent part-time employees. PAID VACATION: 14 days earned each year, increasing in increments after 5 years of service to 24 days per year after 15 years of service. You may accumulate up to 400 hours. You may redeem a portion of the accrual annually, after 10 years of service. You will be paid the value of your accrued credits upon retirement or termination. Earned vacation hours are pro-rated for permanent part-time employees. PAID SICK LEAVE: 80.08 hours earned per year. EDUCATIONAL INCENTIVE: The County may provide up to a 5% incentive pay for educational attainment if not specifically required by your job. You may only receive one form of incentive pay or premium pay and will receive that which provides the greatest incentive. DEFERRED COMPENSATION PROGRAM: You may choose to contribute to one or both of the County's deferred compensation plans (established under Internal Revenue Code Sections 401(k) and 457). If you participate in the County sponsored 401(k) plan, the County will match a part of your contribution up to 1.75% of your salary, on a pay period basis. You must be regularly scheduled to work at least 40 hours each pay period to be eligible to participate in the 401(k) plan. These plans enable you to build long-term savings while deferring current federal and state income taxes. In addition to pre-tax contributions, you are also able to make after-tax contributions through the Roth option available in the 457 plan. RETIREMENT/SOCIAL SECURITY: Both the County and you contribute to the Ventura County Employees' Retirement Association (VCERA) and Social Security. VCERA is a defined-benefit pension plan that provides a lifetime retirement after being vested and meeting eligibility requirements. Benefits vest after 5 years of service. Employees hired to work less than 64 hours biweekly participate in a Safe Harbor retirement plan in lieu of VCERA and Social Security.
