Under general direction of the Chief Hospital Operations, the Manager- Patient Services is responsible for planning; supervising, and coordinating the administrative activities of hospital department(s). The responsibilities include but are not limited to guiding regulatory compliance, functioning as a liaison with the regulatory/licensing agencies, investigation of patient safety events, serving as a facilitator for a variety projects as well as identified risk management duties.

Distinguishing Characteristics:

This position requires familiarity with hospital regulatory and compliance standards, acute care hospital policy and procedures as well as patient safety principles. The individual in this position must be self-directed with positive interpersonal skills and be able to effectively interface with staff, management, and medical staff members.

PAYROLL TITLE: Manager, Patient Services

CERTIFICATION PAY: Incumbents in this classification are eligible for certification pay at a rate of $0.813 per hour based on this or her scheduled work week hours and not to exceed the scheduled work week hours for each qualified certification possessed up to a maximum of five (5) certifications. Only Nurses licensed in the State of California are eligible for certification pay.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam with a score of seventy percent (70%) or higher.

AGENCY/DEPARTMENT: Health Care Agency - Ventura County Medical Center and Santa Paula Hospital

Manager, Patient Services is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB4 level.

Effective 12/27/20, incumbents in this classification will receive a two and one-half percent (2.5%) general salary increase (GSI).

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for this position only. There is currently one (1) Regular vacancy.

Examples Of Duties

Duties may include but are not limited to the following:

  • Participates in hospital surveys (scheduled and unannounced) and oversees development of corrective actions, measures of success, and monitors completion and compliance to plans of correction;
  • Develops timelines and action plans to assure readiness and a system of checks and balances to assess compliance for any survey (accreditation or regulatory);
  • Functions as the liaison to the regulatory agencies, which includes coordination of investigation and follow-up responses to the appropriate agencies;
  • Monitors accreditation, regulatory standards, and related laws and communicates changes to the organization (i.e. The Joint Commission (TJC), The California Department of Public Health (CDPH), the Centers for Medicare and Medicaid Services (CMS), etc.);
  • Participates with County Risk Management in injury/illness review;
  • Supports the Patient Safety Officer;
  • Provides oversight of the complaint and grievance process to ensure that we maintain compliance with CMS standards; supervises the Patient Advocate process;
  • Acts as a resource and liaison to departments, senior leadership, and the medical staff of the facility for education, interpretation and suggestions for evidence of compliance related to any accreditation or regulatory standards, and policy and procedures;
  • Supports the Patient Safety/Risk Management functions for the hospitals;
  • Assists in the Root Cause Analysis (RCA's) and gap analysis completion for areas of patient safety improvement for the hospitals and ambulatory care;
  • Monitors risk reduction strategies for patient safety events;
  • Monitors event reporting notification system to ensure that required follow-up actions are addressed;
  • Acts as a resource/liaison to departments to help identify opportunities to enhance employee engagement;
  • Works in concert with the hospitals leadership team to ensure that key patient safety initiatives are communicated and introduced as appropriate; and
  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:

  • Graduation from an accredited school of nursing or other medical professional program
  • Four (4) years of professional level administrative experience in a hospital setting, including two (2) years in the practice of an acute care setting and two (2) years of supervisory experience

Substitution:

  • A Bachelor's degree in a professional medical related discipline may substitute for one (1) year of experience
  • A Master's degree in a professional medical related discipline may substitute for two (2) years of experience

DESIRED

  • A current, valid license as a Registered Nurse issued by the State of California
  • A Bachelor's degree in a healthcare related field or business administration
  • Recent work history in a regulatory or quality management aspect of acute care.
  • Master's Degree in Business or Healthcare Administration

Knowledge, Skills, and Abilities:

Working knowledge of:

  • Regulatory standards related to healthcare
  • The structure and content of the English language including rules of composition and grammar
  • Business and management principles involved in resource allocation and coordination of people and resources

Skilled in:

  • MS Office Suite
  • Critical thinking using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems
  • Communication including speaking, writing, reading comprehension, and active listening

Ability to:

  • Advise others on legal or regulatory compliance matters
  • Conduct or direct the internal investigation of regulatory and patient issues
  • Establish and maintain good relations with patients, coworkers, managers, and regulatory bodies
  • Develop operating strategies, plans, or procedures
