Description

Under direction of a Clinical Coordinator, to be scheduled as needed, to provide direct or indirect nursing care to hospital patients in a general or specialized nursing unit; and to perform related work as required.

Distinguishing Characteristics:

The Per Diem Nurse is distinguished from the Registered Nurse classification in that Per Diem Nurses are scheduled to work on an as-needed basis (intermittent) to supplement staffing needs.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam.

DEPARTMENT/AGENCY: Health Care Agency - Ventura County Medical Center

Per Diem Registered Nurse II represented by the California Nurses Association (CNA) and are eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacancies for these positions only. There are currently two (2) Per Diem vacancies.

TENTATIVE SCHEDULE

OPENING DATE: December 02, 2020

CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs.

Examples Of Duties

Duties may include but are not limited to the following:

+ Conducts timely utilization reviews (UR) to address denials in real time while the patient is still in house;

+ Increases UR support to physician advisors to allow RNs to address denials/appeals

+ Coordinates patient discharge and continuity of care planning;

+ Improves compliance with completion of Initial Discharge Assessment;

+ Relieves Clinical Documentation RNs who are currently covering UR;

+ Provides UR coverage seven days a week; and

+ Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE

Requires at least six (6) months of recent acute care nursing experience in an acute hospital setting or completion of the Ventura County Medical Center *competency requirements as evaluated and approved by the Nurse Executive. Successful completion of the Health Care Agency Pharmacology examination within three (3) months of employment is mandatory.

NECESSARY SPECIAL REQUIREMENTS

+ Graduation from an accredited School of Nursing. Must possess and maintain a current valid license as a Registered Nurse issued by the State of California, or licensure in another state with California licensure pending.

+ Must possess a valid Basic Life Support (BLS/CPR) Certificate PRIOR to the first day of employment.

*These competency requirements are in conformance with the California Board of Registered Nurses nursing requirements.

DESIRED

+ Experience utilizing/applying the general and specialized principles, practices, techniques and methods of Utilization review/management, discharge planning or case management.

+ Experience with regulatory requirements and accreditation standards (TJC, Medicare, Medi-Cal, etc.).

+ Experience utilizing written and verbal communication, interpersonal, critical thinking and problem-solving skills.

+ Experience in planning, organizing, conflict resolution and negotiating skills.

+ Computer literacy skills.

Knowledge, Skills and Abilities:

Working knowledge of: the theory, techniques, and practices of professional nursing; knowledge of medical terminology and hospital routine and equipment; medicines and narcotics.

Working ability to: plan and organize nursing care; train and supervise non-professional staff; establish and maintain confidence of patients and staff, work effectively in different hospital departments on shifts as required.
