Under administrative direction, is responsible for leading, planning, organizing, and directing the overall laboratory operations and strategy at Ventura County Medical Center and Santa Paula Hospital; and performs related work as required and applicable by federal and state law.

Distinguishing Characteristics:

This single-position classification supervises Laboratory Services and is distinguished by its responsibility for directing the operations of multiple laboratories in the Health Care Agency (HCA). The incumbent is responsible for directing all pre-analytic, analytic, and post-analytic laboratory operations related to the performance of chemical, microscopic, and bacteriologic tests performed in the HCA laboratories to obtain data used in the diagnosis and treatment of diseases. Ensures compliance with CAP, CLIA, Joint Commission, and other federal, state, and local requirements.

EDUCATIONAL INCENTIVE: Some positions may be eligible for educational incentive. This incentive may be 2.5%, 3.5%, or 5% for incumbents in eligible positions based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification.

BILINGUAL INCENTIVE: Some positions may be eligible for bilingual incentive depending on the applicable memorandum of agreement and the needs of the department. In order to qualify for this incentive, incumbents in eligible positions must take and pass the applicable bilingual fluency exam.

DEPARTMENT/AGENCY: Health Care Agency - Ventura County Medical Center

Director Laboratory Services is a Management classification and is not eligible for overtime compensation. Incumbents in this classification are eligible for benefits at the MB3 level.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent, and Extra Help vacanciesfor this position only. There is currently one (1) anticipated Regular vacancy.

TENTATIVE SCHEDULE

OPENING DATE: December 22, 2020

CLOSING DATE: Continuous and may close at any time; therefore, the schedule for the remainder of the process will depend upon when we receive a sufficient number of qualified applications to meet business needs. Examples Of Duties

Duties may include, but are not limited to the following:

  • Provides 24/7 oversight of laboratory services and staff; directs and evaluates the effectiveness and efficiency of laboratory operations, utilization of personnel and supplies, and ethical and professional atmosphere; establishes and maintains standards of performance and ensures competency and appropriate licensure of personnel; ensures that services provided are of the best quality, cost contained, and carried out in an expeditious manner; and implements, monitors, and evaluates performance improvement and quality assurance activities;
  • Works with hospital administration to plan, organize, and direct laboratory operations, and ensure laboratory operations are in compliance with state, federal, and local regulatory laws, standards, and protocols; and initiates, interprets, and ensures compliance with laboratory services procedures and hospital and HCA policies and procedures;
  • Maintains responsibility for the fiscal operations of laboratory services; prepares department budgets for personnel, operating expenses, and capital equipment; and secures and maintains the physical facilities, equipment, and supplies required to carry out effective patient care and create an optimum physical environment;
  • Directs and participates in the human resource management function for the laboratories by coordinating the selection, promotion, orientation, in-service training, and performance appraisal processes;
  • Keeps advised of new developments in laboratory services and prepares reports in accordance with requirements;
  • Consults with other departments, to collaborate on patient care and performance improvement activities; recognizes results or problems that require referral to the Pathologist/Clinical Consultant; cooperates in planning programs, safety, and preparedness for fire and disaster; attends and participates in hospital and public health committees, as appropriate;
  • Identifies and recommends opportunities for improvement; and
  • Performs other related duties as required.

Typical Qualifications

These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE

A combination of education and experience equivalent to a Bachelor of Science degree in bacteriology, microbiology, medical technology, biology, chemistry, or related field, and five (5) years of experience supervising/managing clinical laboratory operations in an acute care hospital.

NECESSARY SPECIAL REQUIREMENTS

  • Must possess and maintain a current valid Clinical Laboratory Scientist license issued by the State of California Department of Public Health.

DESIRED

  • Possession and maintenance of current registration with the American Society for Clinical Pathology and/or equivalent accrediting agency;
  • Possession of a Master's degree in bacteriology, microbiology, medical technology, biology, chemistry, or related field;
  • Experience with regulatory agencies and accreditation of laboratory operations, preferably Clinical Laboratory Improvement Amendments (CLIA), College of American Pathologists (CAP), and/or American Association of Blood Banks (AABB); and
  • Experience managing laboratory operations in an acute care hospital trauma center and teaching institute.

Knowledge, Skills, and Abilities:

Thorough knowledge of: clinical laboratory services, testing, and procedures; the laws and regulations governing clinical laboratories; and the principles and practices of employee supervision, training, and evaluation.

Ability to: plan, prioritize, supervise, and motivate the work of others; manage multiple and simultaneous responsibilities; apply scientific principles and techniques to the operation of a clinical laboratory; maintain the confidentiality of patient medical, financial, and legal information; think strategically, including creating a compelling vision and strategy for a complex organization and gaining commitment to the strategy from internal and external stakeholders; maintain accurate records; prepare clear and comprehensive reports; determine appropriate course(s) of action in complex situations and handle difficult situations involving patients, physicians, or others in a professional manner; work independently, exercise creativity, be attentive to detail, and maintain a positive attitude; communicate effectively, both orally and in writing, to physicians, staff, administration, and other department personnel; and establish effective relationships with managers, health care staff, and representatives of governmental agencies or regulatory bodies, and promote effective intradepartmental relationships.

APPLICATION EVALUATION - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.

ORAL EXAM - 100%: A job-related oral exam will be conducted to evaluate and compare participating applicants' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Applicants must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an oral exam will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Applicants successfully completing the exam process may be placed on an eligible list for a period of one (1) year.
